The Utilities Assistance Plus (UAP) program is designed to prevent homeowners experiencing financial hardship from losing utilities or home energy services due to the inability to pay stemming from a COVID hardship.
  • The following utilities are eligible for payment through the UAP program:
    • Natural gas, electricity, bulk fuel, water, sewer, trash removal, broadband internet
      service and disconnection and reconnection fees.
  • Property taxes can be paid when the following applies:
    • The property taxes are paid directly to the taxing authority rather than through an
      escrow arrangement with a mortgage company.
  • The following homeowner fees are eligible for payment through UAP program:
    • Homeowners insurance, flood insurance, mortgage insurance, homeowner’s
      association fees or lien, and condominium association fees.
  • Homeowners that need mortgage assistance and property taxes that are held in escrow should:
    • Refer to OHFA’s website,, where the homeowner can apply for assistance with their mortgage and property taxes if they are in escrow.
  • Please note:
    • Assistance is only provided for place of residence
    • Bills must be in an adult household member’s name
    • If another person listed on property/trailer taxes besides yourself, and they are not
      in the household, we will need a statement from that person stating that they no
      longer live there.

Delinquent tax and utility assistance may be paid within program guidelines, and additional assistance may be available on a month-by-month basis up to six months while funds are available. Utility Assistance Plus ends June 30, 2023, unless it is extended by the federal government.

Applicants must submit the documentation listed below to be considered for eligibility for utility assistance.

  1. Utility Assistance Plus application completed and signed (download below)
  2. Proof of home ownership (deed) mortgage statement if loan exists
  3. ID (applicant only) and birth certificates or social security numbers for all household members
  4. 30 Days Income (all sources, including unemployment, paystubs, Social Security/SSI Letter) or your 2021 federal tax return with W2s and documentation of submission to the IRS for all household members on the mortgage/deed
  5. Self-Declaration of Income Support, if applicable
  6. Financial Hardship Attestation (signed)
  7. COVID-19 Impact Statement (signed)
  8. Third Party Release of Information Authorization Statement
  9. Designation Statement, if applicable
  10. Signed Statement of Understanding
  11. Affirmation of Ownership Interest, if applicable
  12. Utility Bills (current) for all utilities that you are requesting assistance for including heating, electrical, water/sewer, internet, and trash
  13. Homeowner Fee Statement(s) for payment (may include homeowners, flood, or mortgage insurance, homeowner’s association fees or liens, or condominium fees)

Applicants must submit the documentation listed above and below to be considered for eligibility for property tax assistance.

  1. Tax Assistance Request
  2. Property Tax bill or statement
  3. Affirmation of Ownership Interest, if applicable
  4. Foreclosure Notice, if applicable
  5. Statement from person(s) no longer residing in residence but listed on taxes, as applicable

No applications will be processed until all required information is received. If you do not provide all required information within 30 days after contact, your application may be denied and deleted.
Applications will be processed in the order received. You will be notified of application approval or denial in writing.
